Tourism Promotions Board drives Community Resilience and Tourism Recovery in Batanes through CSR and Inspection Tours

In line with its ongoing commitment to support communities impacted by natural disasters, the Tourism Promotions Board (TPB) Philippines successfully organized the TPB Members’ Inspection Tour, which included a Corporate Social Responsibility (CSR) activity. This initiative was part of the Destination Marketing Assistance for Tourism Recovery Program (DMATRP) and took place from May 19 to 23, 2025, in the picturesque province of Batanes.

The tour brought together members of the tourism industry to evaluate the current state of tourism facilities and services in Batanes, while also engaging in community-driven projects aimed at promoting recovery and sustainability. Participants collaborated with local stakeholders to assess the impact of previous disasters on the region’s tourism landscape and to identify opportunities for revitalizing the local economy through responsible tourism practices. This effort not only strengthens the resilience of Batanes’ tourism sector but also fosters a spirit of collaboration and support among industry members and local communities.

The initiative was launched to foster community resilience in the aftermath of Severe Tropical Storm Kristine, which significantly impacted the province late last year. This program aims not only to promote volunteerism among local residents but also to enhance the region’s tourism readiness. By organizing workshops and training sessions on disaster preparedness and response, the initiative seeks to empower communities to better cope with future challenges. Additionally, it focuses on revitalizing local attractions and infrastructure to ensure that tourists feel welcomed and safe, thereby boosting the province’s economy and creating a stronger support network among residents.

Batanes, the northernmost province of the Philippines, is a breathtaking paradise renowned for its awe-inspiring landscapes, where rugged cliffs cascade into the crystal-clear waters of the sea, and rolling hills blanket the land with lush greenery. This picturesque region is not only a feast for the eyes but also a cultural treasure, home to the Ivatans, an indigenous people who have steadfastly upheld their rich traditions and practices for centuries.

In a remarkable achievement in 2023, Batanes earned the distinction of being the sole representative from the Philippines in the United Nations World Tourism Organization’s International Network of Sustainable Tourism Observatories. This honor underscores the province’s unwavering dedication to sustainable tourism practices that intricately weave together environmental conservation and the socioeconomic upliftment of local communities.

Yet, amidst its natural beauty and cultural resilience, Batanes faced formidable challenges as a devastating storm swept through the region, wreaking havoc on the lives of its residents and leaving a trail of destruction in its wake. The province’s economy, deeply reliant on agriculture, fishery, and tourism, bore the brunt of this calamity, threatening the livelihoods of many.

In response to this crisis, the Tourism Promotions Board (TPB) took decisive action by deploying the Disaster Management and Recovery Task Force (DMATRP) to Batanes. This dedicated task force engaged in a variety of community-based initiatives aimed at revitalizing the local economy, rehabilitating the affected areas, and fostering resilience among the Ivatans. As they collaborate on rebuilding efforts, the community is not only focused on recovery but also on preserving their rich cultural heritage, ensuring that the spirit of Batanes endures even in the face of adversity.

A key highlight of the Corporate Social Responsibility (CSR) component was the ceremonial turnover of comprehensive tour guide kits, which included high-visibility vests, durable lanyards, and essential first-aid supplies specifically designed to promote safety and professionalism in local tourism operations. These kits were aimed at enhancing the overall experience for both visitors and tour guides in Batanes.

In addition, the Tourism Promotions Board (TPB) provided roofing materials for the meticulous restoration of a traditional Ivatan house situated in the culturally rich Savidug Village of Sabtang. This initiative not only preserved the architectural heritage of the Ivatan community but also reinforced the importance of sustainable tourism. Furthermore, TPB contributed decal branding stickers to 150 tourist cogon tricycles, which are uniquely constructed with cogon roofs to withstand the corrosive effects of the sea breeze. This branding initiative aims to promote local transportation options while enhancing the visual appeal of these distinctive modes of transport for tourists.

Moreover, TPB initiated a focused donation drive among its members to support Basco Central School (BCS), which was severely affected by a devastating fire in March of this year. The initiative successfully mobilized essential school supplies, such as notebooks, pens, and educational materials, for both students and educators, aiding them in the rebuilding process and their continued learning journey. The donations were personally distributed by TPB representatives, led by Mr. Arnold T. Gonzales, Acting Head of the Domestic Promotions Department, ensuring a direct and meaningful impact on the affected community.

Gonzales emphasized that through these initiatives, the Tourism Promotions Board (TPB) reaffirms its unwavering commitment to uplifting local communities through impactful and sustainable action. By actively fostering the spirit of bayanihan—a Filipino cultural value that highlights community solidarity and cooperation—among residents and tourism stakeholders, TPB aims to create a lasting and transformative impact. This approach not only provides immediate support to communities affected by challenges but also equips them with essential long-term tools and strategies for sustainable tourism recovery. The TPB’s programs focus on capacity building, resource allocation, and the promotion of local craftsmanship, ensuring that the benefits of tourism are widely distributed and that communities thrive in harmony with their cultural heritage and natural environment.

“In the spirit of bayanihan, we are here to extend our assistance to our fellow Filipinos in Batanes. Let us remember that these materials are more than just a donation. Instead, these are symbols of our shared commitment to building a community and a tourism sector that values empathy and resilience,” said TPB Chief Operating Officer Maria Margarita Montemayor Nograles.

In a concerted effort to bolster connections within the province’s tourism sector, Basco State College (BSC) recently facilitated a series of meaningful exchanges between members of the Tourism Promotions Board (TPB) and local tourism stakeholders. These engaging discussions delved into a variety of business opportunities and the principles of sustainable tourism development, especially in light of the challenges posed by the pandemic and the devastating effects of natural calamities, including frequent typhoons.

Since 2015, 38 CSR initiatives have been rolled out nationwide, showcasing TPB’s unwavering dedication to nurturing local economies through community-driven tourism. The Batanes segment of this initiative reflects the same core values and mission that have consistently guided previous projects, reinforcing the importance of collaboration and resilience in fostering sustainable tourism growth.

Reflecting on the event’s success, COO Nograles remarked, “By working together, we ensure that Batanes remains a beacon of resilience and beauty in Philippine tourism.”
